Leo stood in the clouds, his attention focused below, on the Earth, at the Halliwell Manor...his home. The Elders had decided that he could go back soon, but they wanted to make sure he'd be able to do his job, so they were testing him. He'd already passed their tests, and was just awaiting their final judgement.
