She is at first, i think it has something to do with the fact that she either doesn't want to be the oldest sister or doesn't think she can. She also beleives that Paige doesn't want to be a witch, and doesn't want to accept her destiny, and in Hell Have No Fury she seems to blame Paige for Prue's death in a way.

Yeah I understand what you mean but I love that episode I think its a really good one to tell the story of the sisters
